Vale Man Phillip Earl Kinstrand, 70, Killed in Two-Vehicle Crash on Highway 201 in Malheur County

MALHEUR COUNTY, Ore. โ€” The Oregon State Police are investigating a tragic two-vehicle crash that claimed the life of 70-year-old Phillip Earl Kinstrand of Vale on Tuesday, November 4, 2025, along Highway 201 near milepost 17 in Malheur County.

According to preliminary reports, the crash occurred at approximately 11:17 a.m. when a northbound pickup truck driven by Kinstrand collided with a southbound commercial vehicle under circumstances still being investigated.

Authorities said Kinstrand was traveling alone in his vehicle when, for reasons yet to be determined, his pickup crossed the center line and struck the oncoming truck head-on. The impact was severe, leaving both vehicles with extensive front-end damage and debris scattered across the roadway.

Emergency responders from the Malheur County Sheriffโ€™s Office, Oregon State Police, and Vale Fire Department arrived within minutes of the call. Despite their efforts, Kinstrand was pronounced dead at the scene. The driver of the commercial truck suffered minor injuries and was treated by paramedics on-site.

Highway 201 was closed for several hours while state police conducted a full crash reconstruction. Traffic was diverted through nearby county roads as investigators documented skid marks, vehicle positions, and other evidence that may help determine the cause of the collision.

Lieutenant Dustin Rupert of the Oregon State Police described the scene as โ€œdevastatingโ€ and urged motorists to exercise caution on rural highways. โ€œThis is another sobering reminder of how quickly tragedy can strike on our roads,โ€ Rupert said. โ€œEven familiar routes can become dangerous in an instant.โ€

Family members of Phillip Kinstrand say he was a lifelong resident of Vale, known throughout the community for his kindness, humor, and love of the outdoors. Friends described him as a devoted husband, father, and grandfather who enjoyed fishing, working on cars, and spending time with family.

โ€œPhillip was the kind of person who made everyone feel welcome,โ€ said family friend Harold Jensen. โ€œHe was steady, kind, and full of stories โ€” the kind of man you just loved to be around.โ€

A small memorial of flowers and a cross has been placed near the crash site by loved ones paying tribute to Kinstrandโ€™s memory. The Vale community has also begun organizing a gathering to honor his life and offer support to his grieving family.

As the investigation continues, Oregon State Police have not ruled out weather, road conditions, or mechanical issues as possible contributing factors. Toxicology results and a full crash analysis will be completed in the coming weeks.

The Malheur County Sheriffโ€™s Office, Oregon Department of Transportation, and Oregon State Police expressed their condolences to the Kinstrand family and thanked local residents for their patience during the lengthy road closure.
